Eligibility Requirements for Public English Schools

QUEBEC REGULATION RESPECTING REQUESTS TO RECEIVE INSTRUCTION IN ENGLISH

In order to qualify for English Instruction in Quebec Public Schools, students must meet certain eligibility criteria under the Charter of the French Language as set out by the Quebec government.

School Organization Law 101 Public Office Hours are:
Monday to Friday 8:30 a.m. to 2:30 p.m.
Summer Hours are starting June 26 to August 18, 2017
Monday to Thursday 8:30 a.m. – 1:30 p.m.
Friday: 8:30 a.m. to 11:30 a.m. .
Summer Closure: July 24 to August 4, 2017.

2017-2018 Registration of Preschool, Elementary and Secondary Students

All new registrations for Elementary Students for the 2017-2018 school year will take place at the schools from FEBRUARY 6 to FEBRUARY 10. The applications for the certificate of eligibility will be done at the same time.

All applications for the certificate of eligibility for secondary students must be done at the School Board. After JUNE 13, 2017 ALL APPLICATIONS (Elementary or Secondary) for certificate of eligibility must be done at the School Board.

For Pre-Kindergarten: The child must be 4 years of age on or before September 30th. Pre-Kindergarten is offered in certain schools recognized by the MEES as inner city.

For Kindergarten: The child must be 5 years of age on or before September 30th. Otherwise, you can apply for derogation (PDF). Please contact your elementary school or Student Services Department for details.

For Grade 1: The child must be 6 years of age on or before September 30th. Otherwise, you can apply for derogation (PDF). Please contact your elementary school or Student Services Department for details.

Certificate of Eligibility

1. Does the child already possess a certificate of eligibility?

If yes,

  • Bring the certificate of eligibility and birth certificate showing parents' names directly to the school your child will be attending. If you cannot find the document, please mention to the school that the eligibility has been granted.

Does the Child Meet Eligibility Criteria?

2. Does the student have a parent or a sibling who possess a certificate of eligibility?

If yes,

  • Provide the parent's or sibling's certificate of eligibility (or just provide the Quebec permanent code of eligible one).
  • Provide proof of Canadian citizenship of the parent whose eligibility is being used or the parent who attended English elementary school in Canada.
  • If the sibling's certificate of eligibility indicates that one parent differs from the parents on the child's birth certificate, please provide proof of Canadian citizenship of the common parent to both children.
  • Provide child's long version birth certificate, showing parents' names.

3. Did one Parent attend English elementary cchool in Quebec before August 1977?

If yes,

  • Parents must provide an official letter attesting the names of the schools they attended and proof of Canadian citizenship.
  • Provide child's long version birth certificate showing parents' names.

4. Did one parent attend English elementary school in Canada?

If yes,

  • Provide letter (on official school letterhead) of proof of majority of primary education in English (100%) or percentage of English and percentage of French if applicable. (Parents must have completed a minimum of four years of education in English elementary schools, except in Ontario, they must have 5 years.)
  • Provide proof of Canadian citizenship of parent who was educated in Canada.
  • Provide child's long version birth certificate showing parents' names.

5. Is the child attending or did he or she attend the majority of elementary school in English in Canada?

If yes,

  • Provide a letter (on official school letterhead) of majority of primary education in English or in an immersion program within an English school board.
  • Provide proof of Canadian citizenship of one parent.
  • Provide child's long version birth certificate showing parents' names.
  • Provide proof of the family's residence in another province (tax assessments, lease, health cards, etc.).

6. Does the child have a sibling who is attending or has attended the majority of elementary school in English in Canada?

If yes,

  • Provide a letter (on official school letterhead) of majority of primary education in English or in an immersion program within an English school board.
  • Provide proof of Canadian citizenship of one parent.
  • Provide child's long version birth certificate showing parents' names.
  • Provide proof of the family's residence in another province (tax assessments, lease, health cards, etc.).

7. Did the student or a sibling attend an English private school in Quebec?

THERE ARE ONLY 4 SCHOOLS IN CATEGORY A THAT WOULD BENEFIT OF FROM LAW 115.

  • Miss Edgar and Miss Cramp's
  • Selwyn House
  • Eglise École Academie Chretienne de la foi
  • Lakeview Montreal

Please contact the scool board.

8. Are the parents residing in Quebec temporarily on a STUDENT or WORK AUTHORIZATION?

If yes,

  • Provide VALID Work or Student Authorization of parent. (If on student permit, provide Québec Acceptance Certificate [CAQ] and letter of admission from the school.)
  • Provide child's long version birth certificate showing parents' names (must be in English or French) and immigration papers linking the whole family.

 

9. Is the family here on diplomatic status?

If yes,

  • Provide the ORIGINAL letter of Protocol and attestation for child/children from Protocol Québec.
  • Provide child's long version birth certificate showing parents' names (must be in English or French).

N.B. #8 & 9 Temporary Stay

If the parents’ status in Canada changes from Temporary Stay to Permanent Resident, the Temporary Stay certificate of eligibility cannot be renewed.

International Students

INTERNATIONAL STUDENTS PROCESS FOR THE EMSB

The parent/guardian/agency must complete the attached questionnaire and forward it to EMSB (intstudent@emsb.qc.ca) so that a school can be chosen with the interests of the student in mind.  The Letters of Admission for both the CAQ (Quebec Acceptance Certificate) and Study Visa will be prepared. 

The parent/guardian/agency will then start the process with Immigration Quebec to obtain the CAQ www.immigration-quebec.gouv.qc.ca/en/electronic-services/caq-electronic/index.html  and Immigration Canada for the study permit http://www.cic.gc.ca/english/study/study.asp

When the CAQ has been received from Immigration Quebec, the custodian of the student  (for those requiring custodianship refer to Home stay) will come to the EMSB with the following documents:

  • the CAQ and study permit;
  • the birth certificate of the student showing parents' names (in their mother tongue  and translated into either English or French);
  • a certified Cheque or money order payable to the EMSB to cover the period the student will attend school.   

We will then complete the registration for the student and apply for the certificate of eligibility for the student to attend English School.

How to Obtain a Long Version Birth Certificate?

To register your child with the English Montreal School Board an original long version birth certificate bearing the parents' names is required by the Ministry of Education. You can obtain information regarding Quebec birth certificates by contacting "Le Directeur de l'état civil" at 2050 Bleury Street, 6th floor, Montreal, (514) 864-3900 or 1-800-567-3900 from elsewhere in Quebec.

For births outside of Quebec, one must contact the Division of Vital Statistics where the child was born.
