Eligibility Requirements for Public English Schools

QUEBEC REGULATION RESPECTING REQUESTS TO RECEIVE INSTRUCTION IN ENGLISH

In order to qualify for English Instruction in Quebec Public Schools, students must meet certain eligibility criteria under the Charter of the French Language as set out by the Quebec government.

Community Services Law 101 Public Office Hours are:
Monday to Friday 8:30 a.m. – 3:15 p.m.
Summer Hours are: Monday to Thursday 8:30 a.m. – 2:15 p.m. starting July 1, to September 3, 2010.
Summer Closure is: July 19 to 30, 2010.

2010-2011 Registration of Preschool and Elementary and Secondary Students:

All new registrations for Elementary Students for the 2010-2011 school year will take place at the schools from FEBRUARY 1st to FEBRUARY 5th. The applications for the certificate of eligibility will be done at the same time.

All applications for the Certificate of Eligibility for Secondary students must be done at the School Board.
After JUNE 15, 2010 ALL APPLICATIONS (Elementary or Secondary) for Certificate of Eligibility must be done at the School Board.

For Pre Kindergarten students: child must be 4 years of age before September 30th. Pre Kindergarten is offered in certain schools recognized by the M.E.L.S. as inner city.

For Kindergarten, the child must be 5 years of age before September 30th. Otherwise, you can apply for derogation (PDF). Please contact your elementary school or Student Services Department for details.

For Grade 1, the child must be 6 years of age before September 30th. Otherwise, you can apply for derogation (PDF). Please contact your elementary school or Student Services Department for details.

Certificate of Eligibility

1. Does the child already possess a "CERTIFICATE OF ELIGIBILITY"?

If yes,
Bring the Certificate of Eligibility and birth certificate showing parents' names directly to the school your child will be attending. If you cannot find the document, please mention to the school that the eligibility has been granted.

Does the child meet eligibility criteria?

2. Does the student have a parent or a sibling who possess a "CERTIFICATE OF ELIGIBILITY"?

If yes,
Provide the parent or sibling's Certificate of Eligibility (or just provide the Quebec permanent code of one eligible).
If the sibling's Certificate of Eligibility indicates that one parent differs from the parents on the child's Birth Certificate, please provide proof of Canadian Citizenship of the common parent to both children.
Provide child's Long Version Birth Certificate, showing parents' names.
Provide Parent's Birth Certificate, if using Parent's Certificate of Eligibility.
Bring the Certificate of Eligibility and Birth certificate showing parents' names directly to the school your child will be attending.

3. Did one Parent attend English Elementary School in Quebec before August 1977?

If yes,
Parents must clearly indicate elementary schools attended.
Provide child's Long Version Birth Certificate showing parents' names.

4. Did one Parent attend English Elementary School in Canada?

If yes,
Provide letter (on official school letter head) of proof of majority of primary education in English (100%) or percentage or English and percentage of French if applicable. (Parents must have minimum of four years, except Ontario, which must have 5 years)
Provide proof of Canadian Citizenship of parent who was educated in Canada.
Provide child's Long Version Birth Certificate showing parents' names.

5. Is the child attending or did he or she attend the majority of English Elementary or Secondary school in English in Canada?

(Excluding Private schools in Quebec and those children attending an English school in Quebec on a Temporary Stay Certificate of Eligibility) Bill 104

If yes,
Provide a letter (on official school letter head) of majority of primary or secondary education in English or - in English and - in French if applicable.
Provide proof of Canadian Citizenship of one parent.
Provide child's Long Version Birth Certificate showing parents' names.
Provide proof of the family's residence in another province (tax assessments, lease, health cards, etc.).

6. Does the child have a sibling who is attending or has attended the majority of English elementary or secondary school in Canada?

(Excluding Private schools in Quebec and those children attending an English school in Quebec on a Temporary Stay Certificate of Eligibility) Bill 104

If yes,
Provide a letter (on official school letter head) of majority of primary or secondary education in English or percentage in English and percentage in French if applicable.
Provide proof of Canadian Citizenship of one parent.
Provide child's Long Version Birth Certificate showing parents' names.
Provide proof of the family's residence in another province (tax assessments, lease, health cards, etc.).

7. Did the student or a sibling attend an English Private School in Quebec?

THIS ARTICLE NO LONGER APPLIES SINCE MODIFICATIONS TO THE FRENCH LANGUAGE CHARTER ON OCTOBER 1, 2002. Bill 104

8. Did one of the parents complete the majority of their Elementary studies in English outside Canada and was domiciled in Quebec on August 26, 1977?

If yes,
Provide proof of Elementary education of parent (on official school letterhead) of majority of primary education in English or percentage in English and percentage in French if applicable.
Provide proof that the parent was living in Quebec on August 26, 1977
ie: Pension statement, Income Tax Return, etc.
Provide child's Long Version Birth Certificate showing parents' names.

9. Are the parents residing in Quebec temporarily on a STUDENT or WORK AUTHORIZATION?

If yes,
Provide VALID Work or Student Authorization of parent.
Provide child's Long Version Birth Certificate showing parents' names (must be in English or French) and Immigration papers linking the whole family.

10. Is the family here on Diplomatic status?

If yes,
Provide letter of Protocol of parent and letter of attestation for child/children from Protocol Quebec.
Provide child's Long Version Birth Certificate showing parents' names (must be in English or French).

N.B. #9 & 10 Temporary Stay

If the parents status in Canada changes from Temporary Stay to Permanent Resident the Temporary Stay Certificate of Eligibility can not be renewed.

Because of the complexity of Temporary Stay renewals, please contact one of the agents at the English Montreal School Board Law 101 Office for further information.

11. International Students

INTERNATIONAL STUDENTS REGISTRATION PROCEDURES 

In order to register a foreign student in one of our school, you will need to follow these procedures:

  1. Letter of Acceptance
    The student must obtain from an EMSB school a Letter of Acceptance to confirm the possibility of registration (see sample letter annex 1).
  2. Letter of Admission
    Bring the Letter of Acceptance to EMSB.

    Office hours are 8:30 a.m. to 3:15 p.m.  Monday to Friday
    We will provide a Letter of admission to the English Montreal School Board (see sample letter annex 2) in order to obtain a Certificate of Acceptance of Quebec (CAQ).
  3. C.A.Q. (Certificate of Acceptance of Quebec)

  4.  Certificate of Eligibility
    When the student has been issued the CAQ, the parent/guardian will have to come to our office with the CAQ and a translated birth Certificate (English or French)(showing parents names) to fill out the Application for a Certificate of Eligibility to attend an English School in Quebec.

When the parent/guardian comes to our office to apply for the Certificate of Eligibility, the Administration and tuition fees will have to be paid by certified cheque or Money order:

For the 2009-2010 school year

High School (grades 7—11)----$ 8,500

* Homestay and related charges are separate and are subject to specific needs.

In the event that the student withdraws prior to the start of his/her schooling, there will be a non-refundable fee of $1000.

In the event that the student withdraws after the start of his/her schooling, there will be a non-refundable fee of $1000 plus 10% of the annual fee per month of attendance.

FOR THE FOLLOWING CRITERIAS PLEASE CALL THE SCHOOL BOARD FOR DETAILS REGARDING THE REQUIREMENTS AND FOR ALL OTHER INFORMATION

1. All foreign students living with a guardian. There are tuition fees (PDF) to be paid.
2. Students having a Severe Learning Disability, Physical or Emotional.
3. Student's having grandparents or aunts/uncles who have attended English elementary schools in Quebec.
4. Parents who are landed immigrants or Canadian Citizens living in another province in Canada and coming to Quebec on a temporary basis to work or study.
5. Students or siblings coming from another province in Canada.
6. International students

How to obtain a Long version Birth Certificate

To register your child with the English Montreal School Board an original long version birth certificate bearing the parents' names is required by the Ministry of Education. You can obtain information regarding Quebec birth certificates by contacting "Le Directeur de l'état civil" at 2050 Bleury, 6th floor, Montreal, 514-864-3900 or 1-800-567-3900 from elsewhere in Quebec.

For births outside of Quebec one must contact the Division of Vital Statistics where the child was born.
